The Kreanta Foundation and “CentroCentro” of the City Council of Madrid are organizing the Fourth International Conference on Creative Cities, a three day event for professionals to discuss about creativity, innovation and culture in cities, on 24, 25 and 26 November 2011 in Madrid.

The main theme of the conference is ‘Cultural Impact on the Territory and the Economy of Cities’.

AIMS

To bring together people who work in cultural industries, urban planning and economic promotion to exchange ideas and good practices on cultural action at the local level.

To discuss the impact and relationship between cultural and creative industries, territory, economy and city competitiveness.

To boost development of creativity and innovation in the local agenda of culture.

PARTICIPANTS

The conference is aimed at people who work in cultural management in the public and private sectors as well as non-profit organizations. It is also open to professionals whose work is related to cultural development in cities, both in terms of urban planning and economic promotion. Finally, the Conference is addressed to researchers and academics who specialize in local cultural, territorial and economic policies.

The conference working language will be Spanish, with simultaneous translation into English.

In the framewor of the ENCATC Annual Conference

This topic was discussed in Barcelona (2009) during the ENCATC 17th Annual Conference, where a special session was devoted to urban sustainability. Cities have been seen as special cultural ecosystems which, to put it in the words of Jordi Marti, Barcelona Culture Councilor, plant the seeds of sustainable development where culture will play a central role.

This theme was re-energized in the framework of the 18th ENCATC Annual Conference in Brussels (2010) at the seminar devoted to Cultural Innovations  and Creativity as an Engine for Sustainable Urban Development.

Unquestionably, in times of tight budgetary constraints, this topic gains new importance. And although it has been implicitly touched upon in such visionary documents as Europe 2020 strategy, where the priorities for smart, sustainable and inclusive growth have been set up, including the idea of smart cities, it still deserves to be further elaborated and illuminated. On the other hand, although over the last two decades culture is increasingly recognized in the theoretical analyses and various NGOs platforms as the fourth pillar of sustainable development (along with economic vitality, social equity and ecological balance) it is still treated more as a decorative element than an aspect of the overall planning in political strategies and programs. With the belief that understanding the multiple meanings of sustainability and the central role of culture in this framework is critical to advance this new priority for effective urban governance, we invited Dr. Katriina Soini, Chair of the COST action IS1007 Investigating Cultural Sustainability (http://www.cost.esf.org/domains_actions/isch/Actions/IS1007 ) to present and debate with us various discourses on cultural sustainability and to present the newly initiated action of COST program of ESF.

The main discussion topics are: Understanding better cultural sustainability of cities; Creativity and innovation as engines for cultural sustainability of European cities; Mapping successful examples of cultural innovative events and accounting their effects upon urban sustainable development; New innovative networks between universities, NGO-sector and urban administrations; Practice-led education programs for development of new competences for sustainable urban governance.

On the occasion of the 19th Annual Conference of ENCATC (European Network of Cultural Administration Training Centres) in Helsinki, the ENCATC Thematic Area ”Urban Management and Cultural Policy of City” will continue the elaboration of the complex and still debatable issue of creativity and cultural sustainability of cities.

CALL FOR CONTRIBUTIONS

The Centre for Social Studies (CES), University of Coimbra, Portugal, the Utrecht School for the Arts, Utrecht, Netherlands; the Small Cities Community-University Research Alliance at Thompson Rivers University, Kamloops, British Columbia, Canada in close partnership with ENCATC, the leading European network in cultural management and cultural policy education, will organize on the 28-30 September 2011 a second annual symposium on Animation of Public Space through the Arts: Innovation and Sustainability.

Taking place at the Centre for Social Studies (CES), University of Coimbra, Coimbra, Portugal this event is an initiative of the ENCATC Thematic area ‘Urban management and cultural policy of the city’ lead by Prof. Svetlana Hiristova since 2007.

The leading question of the 2011 symposium is how innovative artistic animation of public spaces can contribute to building more sustainable cities. Community sustainability is viewed as encompassing and intertwining environmental, cultural, social, and economic sustainability and resiliency. The forum will explore and advance arts-based approaches to sustainable city building, public engagement, and animation of public space by bringing together interdisciplinary researchers, students, and practitioners to share experiences and insights.

Among the discussion themes are:

  • Animation of public space through artistic practices
  • Sustainable use of public space
  • Urban-nature interactions
  • Community change, public engagement, and social sustainability
  • Community transitions and sustainabilities
  • Heritage and memory in the context of cultural sustainability
  • Creativity and innovation for sustainability
  • Sustainability and creative education

 In the framework of the symposium there will be a special presentation and event with artists involved in Coimbra’s 1976 “Week of art in the streets” and special art commissions organized by Círculo de Artes Plásticas de Coimbra (CAPC), a Centre for Contemporary Art.

The symposium topics will be also explored in two artistic workshops (Friday, 30th of September 2011):

  1. Theatre workshop ‘Animation of Public Space through Innovative Artistic Practices’: Sustainable Lifestyles Project
  2. Eco-cultural Mapping workshop ‘Artistic Approaches to Reengagement with Natural Public Spaces

Dear colleagues,

In the EU urban policies innovation is usually spelled out together with science, industry and technology, while culture is most often interpreted in the context of cultural industries, heritage and tourism.  (This is clearly seen for example in the philosophy and practices of such program as the European Fund of Regional Development.) However, after a meeting in Brussels on May 12, 2009 the Education, Youth and Culture Council disseminated a new message in the European public space, underlying the vital role of culture, creativity and innovation … for the competitiveness and development of our economies and our societies, which are all the more important in times of rapid changes and serious challenges (The Council Conclusions on Culture as a Catalyst of Creativity and Innovation).

It is interesting therefore to throw a closer look on the overall effects of innovative cultural actions implemented through public arts, architecture and design on the process of reimagining and regeneration of our cities.

Trying to define ‘cultural innovation’ we can assume that innovative elements in cultural events can be discovered not only in experimental cutting-edge artistic works, but in a broader sense in many different aspects of cultural life in modern cities: in new artistic synthesis and interdisciplinary approaches; in the discovery of new stages for innovative or even traditional artistic forms; in the development of new audiences; in the participatory planning and implementation of artistic projects in the urban environment; more generally, in the enrichment of artistic projects with new social functions. From such point of view, cultural innovations foster access to culture and inclusive societies; make citizens more sensitive and aware of the quality of their public space; create benchmarks of the places we live in and enhance their attractiveness and revitalization. That is why let us share our research experiences and begin to create an information hub for good practices.

We believe that such collection of good practices of innovative cultural events in our cities will enable us to analyze comparatively from country to country the whole range of effects which public arts and culture exert upon the livability and sustainability of our cities thus enriching our knowledge about various cultural policies and different managerial models for urban planning and development existing within EU.
