Pascale Bonniel Chalier graduated in European Studies and Businesses Management and Administration, Pascale Bonniel Chalier built and carried out the strategy of the professional lifelong learning then the one for International Relations for the regional cultural agency ARSEC – Agence Rhône-Alpes de services aux entreprises culturelles – in 1984. In 1988, for the Université Lumière Lyon 2, she created and coordinated the Master Degree ‘International Artistic and Cultural Projects’ Development’, armed with 900 graduated. She teaches Cultural Policies in various Higher Education Institutions, in France and abroad. She also monitors evaluations and territorial diagnostics and develop actions for different European cultural networks and international organisations. She ran a mandate of Deputy Mayor in a big town, delegate to events and cultural animation, then a municipal mandate in an urban community in France. In 2007, she founded her own Cultural Engineering agency La Terre est Ronde, in Lyon, which works in the field of social and solidarity economy. In 2016, she has joined the Illusion & Macadam team.
